I am working on the free 1967 Correct Craft Debonnaire I got. I was able to get the engine to briefly run by pouring a small amount of fuel down the carb. When I did this the starboard exhaust shot a ton of oily muck out of the back. I did find a can of fogging oil in the boat, is it possible the prior owner did too much and that is what I am seeing? Thanks.

I guess it depends on just how oily it is.  And muck, is that from unfiltered raw water, or something else?  Over-fogging will definitely put some black smoke out the pipes, but not enough to make the cooling water really oily.  When you check the engine oil, does it look ok or is it milkshake looking?  If the engine oil looks ok, I'd keep it running for a bit and see if the cooling water cleans up, then check the engine oil again for any signs of water in it.
