Allen bolts super tight on housing. Is an electric impact driver the best tool to back them out?

A little torch heat on the housing where the bolts thread in would probably make things a lot easier.

Something like a Mapp gas torch would be good if oxy acetylene isn't available

If you're worried about flames near the engine, take the lower housing off of the manifold, unless they're equally tight and stuck, then it can be a workbench job.
