1991 ski Nautique. The neutral lock on my throttle arm is worn and having a tough time locking in place this seems to be causing the boat to not want to start. I when move the throttle back and forth i can eventually get the trans to find neutral and turn over and start. Will a new throttle assembly solve this issue or do i have another issue at the transmission?

My first thought is a worn/failing throttle cable...

I think I wouild remove the cable at the transmission.  Make sure the tranny is in neutral and see if your starting issue is the same or fixed.  There is a neutral safety switch in the tranny that could also be failing.  Easy to rule out.
