Wires plug into a sealed circuit board under the console. What does this do?

Might need a picture or 2, but in the meantime does anything look familiar in the 1993 dash pictures in the thread that's in the link below?

Does that mean that you see your board in the picture?

Your board is probably for the alarm system that sets off the horn near the ignition switch.
