I'll guess that since you already ordered the fuel filter and impeller, you had some numbers already written down from sometime over the years.
That Jabsco impeller number makes me think that you have a Commander 302 Ford and not a PCM 302 Ford in the boat.

Your carburetor probably needs some attention like you're thinking after sitting for 5 years.
If you get the list number from the carburetor it'll help you get the right kit for it

You probably have a 450 cfm carburetor and with the list number you can figure out what it had originally for jets and power valve etc.
Here's a link to your thread from 2016 with some questionable info on power valves and main jets. Your 450 cfm carburetor most likely came with an 8.5 power valve but like mentioned, the list number will make it easy to look up power valve and jet sizes.

As far as not drawing fuel, if you prime the carburetor with a couple squirts of gas down the primaries, the engine should kick over and the fuel pump will suck a lot better. You'll have to do this a few times especially after changing the fuel filter.
like you said......no pump in the tank, just the engine mounted mechanical pump
There could be other reasons for not pumping, but this is a good place to start.
A picture of the engine from the passenger seat area would help figure out what you have and a closeup of the air horn will show the list number
