I have a 84 barefoot nautique blues in color, black dash board that is oxidized, what can i do to bring it back. I tried rubbing compound didn't do much??

Did you apply the compound with an electric polisher and an appropriate pad, or by hand with a rag? I guarantee you wont see results with the latter approach.
I used the same methods on my dash that I described for my deck in BKH's link. It came out looking like a mirror.
