Only the inner hub is keyed, followed by a rubber bushing with the outer rotor pressed over this sandwich. And yes they will slip....

Doesnt the balancer have a keyway to keep it from slipping?

Just power time the thing. It's a fine line but you're looking to keep it from pinging at high rpm while still running at idle. Also, back firing is a bad thing. Probably looking 9-12 degrees BTC, if your balancer hasn't slipped any.

What should my timing be set at on 1986 SkiNautique 2001 with Ford 351 and electronic ignition?
