Check it with the coil disconnected

1989 ski nautique. Fresh rebuild, new battery, and was run in dyno with its distributor and coil. Issue I’m having in the boat is I have 12v everywhere I probe but only have 6v at the coil. The inline resistor isn’t an issue because I bypassed it and still have only 6v. Anyone have this issue before or have any advice? As far as I can tell also all my grounds are good because I’ve cleaned them.
