That is a low boy. I can tell from the tall fenders. Here's mine:




Then with the drop axle making the trailer frame lower, they welded the coupler to the top of the frame to level it.

Being of that age I have quite a few pictures from the 70's that are now looking like yours as well. I attributed it to using a cheap 110 cartridge Kodak,I guess not. 

My god are you guys old!!!! LOL What is a Kodak 110 Wink
