Replacing pitot tubing on an 85 SN. Is there a service/cleaning/operational check procedure for the inline brass stabilizers buried behind the gas tank?

Not much you can do........blow air in one end and see if it comes out the other end. After that you can pressurize it to 25 to 30 psi and make sure air isn't leaking out anywhere.
If the boat is going 50 mph, the pitot tube and speedometer are seeing about 30 psi, so there's no real need to go any higher for most boats
